Calling of Expression of Interest (EoI) for the supply of

following items under Community Based Landslide Early Warning (CBLEW) Project (National Building Research Organisation- NBRO)

 

  1. Extensometers with Real Time Early Warning System, Web Based Real Time Data Management and Monitoring System.
  2. Moisture Sensors with Real Time Early Warning System, Web Based Real Time Data Management and Monitoring System.
  3. Manual Sirens

Expressions of interests are hereby called from suitable suppliers for the supply, installation and maintenance of Extensometers, Moisture Sensors, and establishment of Web Based Real Time Data Management and Monitoring System for extensometers and moisture sensorsand supply of Manual Sirens to the Community Based Landslide Early Warning Project of National Building Research Organisation.

 

Introduction:

Community based, site specific landslide early warning system is one of the most viable and widely applied proactive approaches of Landslide Disaster Risk Reduction (LDRR). National Building Research Organisation (NBRO) as the focal point for LDRR in Sri Lanka has been actively engaged in establishment of such systems in landslide- prone areas having vulnerable communities.

Establishment of Extensometers and Moisture Sensors with Real Time Early Warning System, Real Time Data Management System and Operational Rooms and Supply of Manual Sirens to the vulnerable communities are the main items used to ensure the safety of the people. Initially, it is planned to establish such systems in selected locations within Badulla, Nuwaraeliya and Kegalle districts with possible extension to other districts later.

Extensometers:

Extensometer is a device used to measure movements in ground by monitoring relative displacements of soil/ rock mass.

Moisture Sensors:

Moisture Sensor is a device that can monitor the change of moisture content of the subsurface soil profile / changes of groundwater level.

Manual Sirens:

Manual Siren is a noise generating device used to warn of any emergency at any time and operated manually.

Requirements:

The instrument system is planned to be installed in potential landslide areas to issue real time early warnings to the vulnerable communities according to the defined thresholds of relative displacement of the ground and its rate, and the subsurface moisture content. The warning massages have to be issued to the community via siren installed at the vicinity of the vulnerable community (using wireless telephony technologies) and transmitted to authorities via SMS. Further the system should have facility to transmit above data into web based real time monitoring systems established at NBRO head office and each district office. 

Purposes of the EoI

The purpose of calling EoI is to select and short-list technically qualified and suitable suppliers who can provide the necessary instruments and the associated services to meet the NBRO requirements. 

EoI process

The interested companies have to submit their Expression of Interest together with documents related to the capacity of the company, qualifications and similar experience and specification of the instruments. Based on the results of the EoI evaluation, NBRO will select pre- qualified bidders for calling the formal tender.

Any company wishing to participate in this pre-qualification procedure should send the EoI together with required information on or before 25th April 2017.
